Government of Mozambique and MCC Sign Aide Mémoire for Compact Realignment

On Wednesday, 29 April 2026, the Ministry of Planning and Development — MPD hosted the signing ceremony of the Aide Mémoire as part of the Compact realignment between the Government of Mozambique and the Millennium Challenge Corporation — MCC.

The document was signed by His Excellency Salim Valá, Minister of Planning and Development, the institution overseeing MCA-Mozambique — MCA-M, and by Alicia Robson-Morgan, Acting Deputy Vice President for Africa Programmes, Compact Operations Department at MCC.

The event was attended by the Chargé d’Affaires of the Embassy of the United States of America in Mozambique, Abigail L. Dressel; the MCC Resident Country Director in Mozambique, Joel Wiegert; the Executive Director of MCA-M, Dr. Augusta Maita Mendes; as well as representatives from MPD, MCC, MCA-M and the media.

During the ceremony, His Excellency Salim Valá highlighted that the signing of the Aide Mémoire represents a firm step towards deepening cooperation between the Governments of Mozambique and the United States of America, in alignment with the national development priorities set out in the National Development Strategy 2025–2044 and the Government’s Five-Year Programme 2025–2029.

Alicia Robson-Morgan noted that, although the bridge over the Licungo River and the Mocuba bypass remain central activities under the Transport Project, the realignment also prioritises the Nacala Corridor by improving access roads to the port, which are essential for the flow of critical minerals.

In her remarks, Abigail L. Dressel emphasised that the signing of this Aide Mémoire strengthens joint work in key areas such as critical minerals, infrastructure and agriculture, noting that the modernisation of road infrastructure in Nacala will help ensure better access conditions to a strategic port for the country.

This milestone reinforces the strategic partnership between Mozambique and the United States of America, consolidating joint efforts towards sustainable development and the strengthening of infrastructure that is essential to the country’s economic growth.
