Compact II is the second grant agreement signed between the Government of Mozambique and the United States Millennium Challenge Corporation (MCC). Implemented by MCA Mozambique, the programme channels concessional investment into rural connectivity, agricultural reform, and coastal resilience — three pillars chosen to unlock inclusive economic growth and reduce poverty across the country.
Through targeted infrastructure works, policy reforms, and partnerships with the private sector and local communities, Compact II aims to deliver measurable, durable improvements in livelihoods across rural, agricultural, and coastal Mozambique.
